Property owners need to complete the Member Registration Form annually in order to activate or reactivate their membership cards. Click on the link below to obtain a copy of the form.
The Project Approval Application must be completed and submitted to the Architectural Control Committee for approval prior to erecting a building, fence, wall or other structure, or any exterior addition, change or alteration. Once submitted, the committee has up to 30 days to make a decision to approve or deny the project.
To expedite the decision process, please include detailed information about the project such as dimensions, materials that will be used, color choices, and/or location. Please include any pertinent photographs, brochures or samples of materials related to the project.
Completed applications, along with any pertinent information about the project should be mailed or emailed to the Architectural Control Committee.

The Village Harbor Neighborhood Watch
Posted on the main streets around Village Harbor are signs notifying anyone entering the neighborhood of the existence of the Village Harbor Neighborhood Watch (VHNW).
The VHNW is the “eyes” and “ears” for behaviors which one would consider inappropriate or illegal. When a resident of Village Harbor observes or is affected by individuals exhibiting behaviors the observer believes to be illegal or inappropriate, the resident may decide to contact the Police Department or other appropriate agency. The VHNW does not perform enforcement; we watch and notify. The individual witnessing the behavior must be the one officially reporting the behavior to the Police Department or other appropriate agency. The VHNW cannot become involved in actions more appropriate for Police intervention. Notifying the Neighborhood Watch so that the information may be distributed to all Village Harbor neighbors will lead to heightened awareness and observation and ultimately the reduction or prevention of crimes in our area. Structurally, the VHNW is composed of all Village Harbor neighborhood families.
Enforcement of Village Harbor covenants is not a function of the VHNW. Enforcing covenants is the responsibility of the Village Harbor POA board.
Suggestions for Handling Unsolicited Salesmen:
- DO NOT ANSWER YOUR DOOR.
- If you do answer your door, ask to see their permit from the City of Fort Smith. If they cannot produce one, then there is a high probability that they do not hold a legal permit since they have been told by the City of Fort Smith that they must be in possession of their permit at all times. Dismiss them and shut your door if you so choose. If they persist and you feel the need, call the police and file a report. If you feel you are in immediate threat or danger, call 911. If you do call the Police be sure to have their description, behavior, vehicle description and vehicle license number (if possible) ready to report.
- If you tell them to leave and they keep returning, feel threatened or in danger, call the police and file a report.
- Notify the VHNW with your information at watch@villageharbor.com so the information can be distributed to Village Harbor residents via the VHPOA Email System.
Remember, the VHNW is a WATCH and when one deems appropriate, NOTIFY activity. Neighbors of Village Harbor have no legal basis or authority outside their property or home to intervene in any incident or situation other than that of a regular private citizen. Any action, other than notifying the proper authority, on an individual’s part is the individual’s choice and responsibility and is not authorized or encouraged by the VHNW.

The Neighborhood Watch may be notified for incident awareness distribution or resident questions by emailing watch@villageharbor.com.

Members can purchase Pool Passes for family who reside outside of Village Harbor. There is a $45.00 fee for each pass.
Please note it can take approximately 14 days from the date the Pool Pass Application is received to process and distribute the passes.
Members are encouraged to read the Swimming Pool Policy for Members and Guests prior to visiting the pools.
Lifeguards are required to maintain current certifications, which include Lifeguarding, First Aid, and CPR/AED training.
Individuals interested in working for Village Harbor can complete an application and mail it to VHPOA, Attn: Pool Committee.
They are not open to the general public.
Racquet Sports encompasses both tennis and pickleball.
Brent Pearce, Village Harbor’s Tennis Pro offers lessons, clinics, leagues and more for our members and their guests.

Racquet Sports Passes may be purchased by members of Village Harbor Property Owners Association for non-resident family at a cost of $80.00 per pass for an annual pass.
Racquet Sports Passes allow the cardholder to utilize the tennis courts for both tennis and pickleball without a member present.
Members can complete the Racquet Sports Pass Application and return to the Secretary-Treasurer along with payment.
